The Renville County Board of Commissioners appoints citizens, and local officials, to serve on a variety of advisory boards and committees. Renville County’s advisory committees, boards, and commissions advise the County Board of Commissioners on issues that affect residents.
Purpose
Advisory boards and committees bring the community perspective, provide advice, and/or make recommendations to the County Board on various issues and topics. Boards and committees do not establish county or department policy, determine budget or resource allocations, or direct the operations of a department.
Prospective Candidates and Vacancies
Residents and representatives are encouraged to apply and participate. All prospective candidates are required to submit an application (linked below). Appointments, and reappointments, are approved by the County Board. Committee members are eligible for per diems and mileage reimbursement based on the current IRS rate.

Board of Adjustment and Appeals
The Board of Adjustment and Appeals has the exclusive authority to hear and decide appeals from and review any order, requirement, decision, or determination made by the Zoning Administrator regarding administration of Land Use Ordinance. Exclusive power to order the issuance of Variances from terms of any official control, including restrictions placed upon nonconformities. Hear and decide an appeal by the owner of land who has been denied a permit to build within the limits of land delineated on an Official Map.
Meeting Frequency: Monthly – Fourth Thursday at 8:30 a.m.
Term Limit: Three year terms, limited to Four Consecutive Terms, then 1 year break
Positions: Five in total. One appointed from each of the five districts
Extension Committee
The Extension Committee works with the Regional Extension Director to identify local citizen needs and match those needs to regional Extension programs. They determine where there is a need for more intense local educational efforts and work with County Commissioners to fund those positions. The Committee hires local Extension educational staff using University of Minnesota hiring practices and a search committee that includes County Extension Committee members. They review local Extension staff’s yearly work plan to jointly agree on outcomes that best serve citizen needs. They provide oversight to the local Extension office’s budget development and presents the budget to the County Board of Commissioners. They also assist in marketing Extension programs throughout the county.
Meeting Frequency: Four times per year
Affecting Legislation: The Minnesota State Legislature established County Extension Committees (CEC) in 1923. The Structure and responsibilities of the committees were specified in a later amendment to the authorizing bill.
Term Limit: Three year terms, limited to Two Consecutive Terms, then One year break
Positions: Six in total. One appointed from each of the five districts and one At-Large
HRA/EDA Board
The HRA (Housing and /Redevelopment Authority) / EDA (Economic Development Authority) Board provides programs and opportunities to expand and enhance economic development opportunities in Renville County and coordinates and administers two federal housing programs (Housing Choice Voucher (Section 8) and Public Housing).
Meeting Frequency: Monthly – Fourth Thursday at 1:00 p.m.
Term Limit: Six year terms, unlimited number of terms. No Commissioner shall be appointed to serve more than 3 consecutive terms.
Positions: Six in total. One appointed from each of the five districts and one At-Large position
Lake Allie ESSD Advisory Council
The Lake Allie Environmental Subordinate Service District (ESSD) Advisory Council studies and makes recommendations to the County Board on amendments to the Lake Allie Environmental Subordinate Service District Wastewater Collection System Ordinance. They advise and make recommendations to the System Administrator and County Board regarding planning, development, operation, and maintenance of Lake Allie Wastewater Collection System. They study and make recommendations to the County Board regarding annual budget and monthly user fee.

Term Limit: Three year terms, limited to Three Consecutive Terms, then 1 year break

Parks and Trails Committee
The Parks and Trails Committee studies, reports, and make recommendations to the County Board on amendments to the Park Ordinance and Parks and Trails Plan. They conduct public hearings, review all information, and prepare report and recommendation to County Board on park land acquisition and development. They act as an advisory committee to the County Board reviewing all recreation, leisure, and park-related issues including park planning, operation, maintenance, protection, and improvement and trail-related issues including trail planning, development, construction, operation and maintenance, and funding sources. They study and recommend appropriate fees for park permits and trail system user fees to the County Board.

Positions: Seven in total, One appointed from each of the five districts and two At-Large positions
Personnel Board of Appeals
Hear appeals of applicants, employees, or appointing authority in certain circumstances and make findings of fact and report to the County Board.
Planning Commission
The Planning Commission studies, reports, and make recommendations to the County Board on amendments to Ordinance and Comprehensive Plan. They conduct public hearings, review all applications, and prepare report and recommendation to County Board on Conditional Use Permits, Interim Use Permits, plans for subdivisions of land, planned unit developments, and plans for public land acquisition and development. They conduct hearings and make recommendations to County Board on alleged violations of conditions of Conditional Use Permits and Interim Use Permits.
Meeting Frequency: Monthly – Second Monday at 6:00 p.m.
Term Limit: Three year terms, limited to Four Consecutive Terms, then 1 year break
Positions: Seven in total. One appointed from each of the five districts and two At-Large positions
