Renville County offers two income-based housing rental programs; Public Housing and Housing Choice Vouchers (Section 8). Often times there is a waiting list for both programs. Public Housing
Public Housing refers to living in a rental unit operated by a Housing Authority, such as the Renville County HRA. Public Housing is income qualified, and applicants are placed on a waiting list until a unit becomes available.
The HRA/EDA owns and operates the following Public Housing units:
- Centennial Apartments, Franklin, MN: This 17-unit apartment building houses elderly, disabled, and single non-disabled tenants.
- (1) Two-Bedroom Unit
- (16) One-Bedroom Units
- Amenities include large living room open to kitchen area, spacious closets, large community room, laundry room, elevator and off-street parking.
- Single-Family Detached Homes, Franklin, Morton, and Sacred Heart, MN:
- Two-Bedroom and Three-Bedroom Units
Housing Choice Voucher (Section 8)
The Housing Choice Voucher Program (Section 8) allows housing clients to rent from a private landlord. Families can expect to pay about 30% of their gross monthly income for rent, with the remaining rent paid directly to the landlord by the HRA.
- All Section 8 units must pass a housing quality inspection.
- Rent guidelines, including utilities, are set for each household size. The rent, and tenant paid utilities, need to be at, or below, the payment standard for the unit size allowed to rent based on family size.
- Housing is available in the cities and rural areas of Renville County.
- Applicants may remain in their present unit or may move to a different unit.
- Section 8 Vouchers must be used in Renville County for at least one year.

The waiting list is currently open. 25 units located across Franklin, Morton, and Sacred Heart. Availability varies subject to vacancy rate. 16 of the 25 units are one-bedroom.

West Wing Child Care and Rentals offers seven market-rate apartment homes in the City of Renville, along with four dedicated special family child care units where licensed providers operate in-home child care services. All units were fully updated in 2025 with new flooring, fresh paint, and modernized bathrooms.
For prospective residents, we offer flexible leasing options with both one-year and six-month lease terms available. This building was formerly operated as an assisted living facility and has been transitioned into a residential community open to residents of all ages.
