SCOPE Renville Co. was formed to serve as the opioid advisory task force for Renville County. Renville County will be receiving over $1 million. This settlement included opioid manufacturing companies and opioid distributors.
Annually, SCOPE Renville Co. will grant out $60,000. These funds are to be used on projects that prioritize prevention, harm reduction, treatment, recovery, and/or law enforcement. For more information about the opioid settlement visit: https://www.ag.state.mn.us/opioids/ .
SCOPE Renville Co. follows the John Hopkins Principles for the Use of Opioid Litigation funds.
The principles are:
- Spend money to save lives.
- Use evidence to guide spending.
- Invest in youth prevention.
- Focus on racial equity.
- Develop a fair and transparent process for deciding where to spend the funding.

The purpose of this grant application is to grant funds out for projects that prioritize prevention, harm reduction, treatment and recovery, and/or law enforcement. The goal is to have targeted projects directed at one of the priority areas.
For an example of eligible activities, please visit: https://mn.gov/mmb/impact-evaluation/projects/opioid-epidemic-response/spending-dashboard/ and select the award recipients button. Selected applicants will need to complete an activity that focuses on:
- Complete a mid-year checkpoint and yearly report on the activity, impact, use of funds and organization contact information.
- Prevention of substance use and abuse
- Harm reduction of substance use and abuse
- Criminal justice related to substance use and abuse
- Treatment and recovery for substance use and abuse
These funds are available for any person or business that lives or serves Renville County. A budget will need to be submitted with the grant application. Be sure to include the information below, if needed.
Funds may be used for expenses associated with completing approved activities including:
Other items that serve to further the goal of the project
Staffing and benefits
Staff time to attend conferences, events, and trainings that link to the project
Transportation, lodging, meals, and other travel costs that link to the project
Printing and copying
Education and information outreach materials
Equipment needed for the project
Youth/community member stipends
All applications are subject to final approval by the Renville County Commissioners.
All uses of funds must comply with the reporting requirements placed on Renville County Public Health.
Applications will be accepted on a bi-annual basis or when $60,000 has been granted out, whichever happens first. Maximum allotment per grantee is $20,000.
Communication about receiving a grant award must be made to the community through social media, press release or other means within 30 days of receiving a notice of award.
Funds will not be dispersed before the official award is granted.
